Entry 14 on RUDA's Official Register

PPP Granted for 800 Kanal in Tehsil Sharaqpur, with soft launching allowed. Now also listed as Technical Approval Granted.

Updated 1 November 2026. PPP entry 14 was confirmed on 17 September 2026. Technical Approval Granted was added on 1 November 2026 from RUDA's Technical Approval list and the developer's launch event. We note the date every time something changes.

This is the page we think matters most on this whole site. Most dealer pages squeeze this topic into one line, and many still say only PPP. Below, we explain what RUDA has approved at each stage, what that approval does and does not promise, and how to check the current status yourself in a few minutes.

What RUDA's own register says

Royal Swiss appears as entry 14 on RUDA's official list of schemes with Provisional Planning Permission. Look closely at the register and you will spot a naming quirk. The government lists the project simply as Royal Swiss, dropping the word City that every brochure and marketing page uses. The location, the 800 Kanal area, and the developer all line up with what is being sold as Royal Swiss City, so this reads as one project carrying a shorter name in the official paperwork rather than a separate scheme entirely. We flag the mismatch anyway, since a small naming gap like this is precisely the sort of detail worth checking for yourself rather than assuming away.

The register lists the location as Jaranwala Road, Mouza Tariddewala, Tehsil Sharaqpur, District Sheikhupura. It shows an area of 800 Kanal. It shows a status of PPP Granted. It carries a remark that soft launching is allowed.

You can see this list yourself. Go to ruda.gov.pk, open Housing Schemes, then Provisional Planning Permission. The direct link is below.

What the Technical Approval list says

RUDA keeps a separate list for schemes that have passed Technical Approval. Royal Swiss City now appears there with the status Technical Approval Granted. The developer announced this around the end of October 2026, and it was discussed at the project launch event our team attended.

Read this list as a second record, not a copy of the first. The PPP entry describes the land RUDA first allowed to be marketed, which is 800 Kanal. A Technical Approval entry covers the layout and engineering plan RUDA reviewed, and it can describe a different area or number of plots than the PPP entry. Some dealer sites quote different figures for the two lists. We do not repeat figures we could not read on RUDA's own page. Open both rows, compare the location, area and plot figures, and ask the developer in writing which land Phase 1 covers.

The developer says the Technical Approval letter has not been released yet. For now the proof is the listing on RUDA's own Technical Approval page, and you can open it yourself. If a dealer shows you a letter before the developer has issued one, compare it with RUDA's list and ask the developer to confirm it.

The three stage approval ladder

01

Provisional Planning Permission (PPP)

Granted

This is the first approval RUDA gives. It confirms the land sits inside RUDA's area. It lets the developer start marketing and soft launch sales. It is a real approval, not a formality with no meaning behind it.

02

Technical Approval

Granted, current stage

A closer review of the engineering and infrastructure plan. RUDA lists Royal Swiss City as Technical Approval Granted. The developer states that Final Sanction normally follows about three months after Technical Approval.

03

Final Sanction

Pending

The last stage. Granted once RUDA is satisfied the scheme meets every planning and development rule in full. This is the strongest approval a RUDA scheme can hold. The developer expects it within about two months, but that is the developer's expectation, not a RUDA date.

What Technical Approval means for you as a buyer

  • The land sits inside RUDA's jurisdiction, and RUDA has reviewed the engineering and infrastructure plan, not only the land.
  • It is a stronger position than PPP alone, and it is why prices and demand can move. It is still not Final Sanction.
  • It does not by itself fix a possession date. The developer states November 2028 for possession, which is a developer commitment you should get in writing.
  • Ask the sales office which stage the scheme holds on the day you pay, and compare the answer with RUDA's lists. This page is only as current as the date at the top.

What We Can Say About the Developers

The developer's pre-launch flyers carry the line "A project by" with the logos of HRL Pvt Ltd and RKS Pvt Ltd, and the developer's own website carries the HRL (Habib Rafiq) name. Its published bank details name the account holder as Royal Swiss City Pvt Ltd. The developer's brand video credits HRL with projects such as 3 Block Creek Vistas at Creek City in Karachi and the Kohat Tunnel approach road, and it shows Royal Swiss Housing Multan as the developer's other scheme. We have not seen an SECP record for the project company, so ask for one. Other property research sources connect HRL to Capital Smart City Islamabad and Lahore Smart City, which are active and LDA approved in their own right.

Some of those same sources mention a separate project too, Royal Swiss Housing in Multan. It is reported as an HRL project under a different regulator, the MDA, not RUDA. We have not independently confirmed every detail of that Multan project. Nor have we confirmed the full extent of HRL's wider track record. Treat this wider HRL history as a lead worth checking yourself, not a confirmed fact from us.

RKS Developers has a thinner public footprint than HRL. Before you rely on RKS's involvement as a reason to trust the scheme, ask the sales office for RKS's SECP registration details. Ask for any prior completed projects too. Verify both independently rather than taking the name on trust.

If a similarly named project such as Royal Swiss Housing Multan comes up in your own research, treat it as a separate investment. It has its own regulator and its own approval status. A shared developer name tells you nothing about the other project's standing.

Verify it yourself, in under a minute

  1. 1. Go to ruda.gov.pk and open Housing Schemes.
  2. 2. Open Provisional Planning Permission and find entry 14, Royal Swiss.
  3. 3. Open Technical Approval and find Royal Swiss City.
  4. 4. Compare the area, location, and status on both rows against anything a sales agent tells you.
  5. 5. Open the Final Sanction list and check that Royal Swiss City is not claimed there before RUDA lists it.

A fuller checklist before you pay anything

  • Ask which land Phase 1 covers and how it relates to the 800 Kanal PPP entry, in writing.
  • The developer says the Technical Approval letter itself has not been released yet, and the proof today is the listing on RUDA's Technical Approval page. Ask when the letter will be issued, and when it is, ask for a copy and check the date.
  • Ask whether the approval covers the full master plan or only specific blocks released so far.
  • Ask for HRL's and RKS Developers' SECP registration details, and check them yourself rather than taking the name on trust.
  • Ask for RKS Developers' list of previously completed projects, and visit one if you can.
  • Ask when the master plan will be disclosed. The developer says it will be at balloting, about three months after launch. When it is, ask for it on developer letterhead, showing block names, plot counts, and amenity placement.
  • Get the full payment schedule in writing, including the late payment penalty and what happens if you miss an instalment.
  • Ask directly about any prime location or corner plot surcharge, and whether it is fixed or negotiable.
  • Visit the site yourself, ideally outside normal sales hours, and compare what you see against the brochure.
  • Ask about the transfer fee and the no dues certificate process, in case you ever need to resell.
  • Use a traceable payment method, such as a pay order or cheque in the developer's own registered name, for every payment. Avoid handing over cash.
  • Keep a certified copy of every receipt, from the booking amount through to the final instalment.
We would rather you check RUDA's own record than take our word, or anyone else's, for it.
