The short version

For most of 2026, Royal Swiss City Lahore appeared on RUDA's public record at the first approval stage, Provisional Planning Permission. RUDA's Technical Approval list now carries the scheme as well, with the status Technical Approval Granted. That is the second of RUDA's three stages. The last one, Final Sanction, has not been granted yet. Dealer pages, including several that rank well on Google, still describe the scheme as PPP only, so many buyers are reading out of date information.

What happened

The developer announced Technical Approval around the end of October 2026 and discussed it at the project's launch event, which our team attended. RUDA's own Technical Approval page lists Royal Swiss City with the status Technical Approval Granted. We link to both of RUDA's lists on our legal status page so you can read the rows yourself and not rely on us.

What Technical Approval changes for a buyer

Technical Approval means RUDA has looked at more than the land. It has reviewed how the scheme will actually be built: roads, drainage, utilities and the subdivision plan. That makes the scheme a stronger proposition than it was at PPP, and it is the reason the project could hold a formal launch event.

It also changes how to read the price. Early stage schemes are usually priced lower because the buyer carries more uncertainty. As approval advances, that uncertainty falls, and prices often rise. The published plans for 3.5 Marla (PKR 1,850,000 total) and 5 Marla (PKR 2,500,000 total) were published before this stage was reached, and a new price list could replace them. Nobody can promise that prices will rise, but you should confirm the current rate on the day you pay and not assume the figures on any web page are still in force.

What Technical Approval does not change

  • Final Sanction is still pending. The developer expects it within about two months and says it usually follows about three months after Technical Approval. RUDA does not publish target dates, so treat this as an expectation.
  • The Technical Approval letter itself has not been released, and the master plan has not been disclosed. The developer says the master plan will come at balloting, about three months after the launch.
  • Possession is not fixed by RUDA. The developer states November 2028. Ask for that date in writing.
  • The land covered by each RUDA record may differ. The PPP entry records 800 Kanal. A Technical Approval entry describes the plan RUDA reviewed, and some dealer sites quote different figures for it. Ask the developer which land Phase 1 covers.
  • Development charges are separate from the published land cost figures. The developer's terms put them at PKR 300,000 per Marla, so a 3.5 Marla plot is PKR 2,900,000 and a 5 Marla plot PKR 4,000,000 with them included.

What the developer says about Phase 1

At the launch event the developer described Phase 1 as nearly 3,000 plots in the sizes 3.5 Marla, 5 Marla, 10 Marla, 1 Kanal and 2 Kanal (the 2 Kanal rate is not disclosed yet). Payment plans are published for 3.5 Marla and 5 Marla. The developer quotes PKR 4,750,000 for 10 Marla and PKR 9,000,000 for 1 Kanal, with no instalment plan published yet. There is no 3 Marla plot, although at least one website still lists one. These are developer statements and we have not seen a RUDA document confirming the plot count, so we label them that way across the site. Our updates page keeps a dated record of which facts come from where.

Why many dealer pages are out of date

Most pages ranking for Royal Swiss City were written while the scheme was at PPP. Some of them say only that it is RUDA approved, which was true but incomplete. Others quote a single approval stage with no date, and a few repeat plot sizes the developer has not confirmed. If a page does not tell you the date it checked RUDA's lists, assume it is stale. Any page that states a stage should tell you where to see it.

A worked example of the published numbers

The developer's graphic for a 3.5 Marla plot shows PKR 250,000 down, PKR 120,000 at 45 days, a PKR 277,500 allocation charge and 48 instalments of PKR 25,000. Added together, those come to PKR 1,847,500, against a stated total of PKR 1,850,000. For 5 Marla, the same exercise gives PKR 2,459,000 against PKR 2,500,000, a gap of PKR 41,000. Neither gap is dramatic, and rounding or a balance due at possession could explain it. It is still the kind of detail to settle in writing before you sign, because a plan that does not sum to its own total leaves room for a dispute later.

How to read RUDA's two lists in five minutes

Open the Provisional Planning Permission list and find Royal Swiss. Note the location, the area and the remark. Open the Technical Approval list and find Royal Swiss City. Note the location, the area and the status. Then compare the two rows. If they describe the same land, good. If they describe different areas, that is not necessarily a problem, because the Technical Approval row can cover the plan RUDA reviewed in detail. What matters is that the developer can tell you, in writing, which land your plot sits on and which RUDA record covers it.

Finally, check the Final Sanction list and the list of illegal housing schemes. The scheme should not be on the second, and should not be claimed on the first until RUDA lists it there. A dealer who says Final Sanction is already granted is ahead of the public record.

Questions to ask before you pay now

  1. Can you show me Royal Swiss City on RUDA's Technical Approval list, and which area does that row cover?
  2. Which phase and block is my plot in, and what is its exact size?
  3. What is the current price for my plot size today, in writing, and has it changed since the plan I was shown?
  4. What is the possession date, and what happens if it slips?
  5. Which charges are not in the land price, and when are they billed?
  6. Am I paying into the developer's registered account? Please give me the account name.

Our booking safety page covers the payment checks in more detail.

Who this suits, and who should wait

The scheme now suits buyers who are comfortable holding an allotment for a few years, who have confirmed the RUDA entries themselves, and who accept that Final Sanction and possession are still ahead. It suits less well anyone who needs possession soon, who cannot leave the money tied up if dates slip, or who is not willing to read RUDA's lists before paying. Waiting for Final Sanction costs time and may cost a higher price. Buying now carries the remaining approval risk. That trade is the buyer's to make, and a salesperson cannot make it for you.

What we will watch next

We will update the home page and the legal status page the day RUDA lists Final Sanction, and note the date. We will add instalment plans for 10 Marla and 1 Kanal the day they are published. Until then, check RUDA's lists yourself, keep every receipt, and treat the developer's targets as targets.

The current approval status is always on our RUDA approval and legal status page, updated as of 1 November 2026.
